London Pathways Partnership (Oxleas FT) and HMP Swaleside: Increasing BAME Representation in a Psychologically Informed Planned Environment (PIPE)
HMP Swaleside in Kent has a 60-bed Psychologically Informed Planned Environment (PIPE), which forms part of the joint NHS/HMPPS offender personality disorder pathway programme. It provides psychologically informed support to high risk of harm men with severe personality disorder. In 2020, 26 per cent of the prison population was black and minority ethnic (BAME), while on PIPE, representation was 13 per cent. Organisers successfully used a quality improvement methodology to reduce the health inequalities experienced by this already stigmatised group. This was achieved by increasing both the cultural sensitivity of the service and the representation of BAME service users on the PIPE. The judges found this project commendable, with a clear aim to address health inequalities and increase BAME representation. The potential for expansion is exciting, and the judges are eager to see more.
