Conservative Richard Harrington has taken Watford in a close race against Labour and the Lib Dems.
During the campaign, plans for Watford General Hospital became an issue, with Mr Harrington indicating the hospital would continue to expand under a Tory government and denying accusations that the Conservatives would abandon the plans or demolish the existing building.
David Cameron also issued a statement to local media denying the rumours.
