Personal values are important as they tend to determine how comfortable we are with what is happening around us. As a basis for reshaping the culture of the NHS I suspect they are a lost cause. The values of the bank manager are currently those that ordinary members of the public despise, but are condoned because the cultural foundations of our government are being reflected in the behaviour of the managers. It's the same in the NHS - there has to be cultural foundations that every manager and leader reflects in their routine daily work - the NHS Consitution is supposed to be this, but is it?
