I think that this is a difficult question to answer. On one hand there are members of a team that have the ability but have not recieved the oportunity to develop their talents and therefore to be selected and nutured would be a positive step in such cases. On the other hand if people are interested in developing their skills is it not up to them to put themselves forward?
In my experience in the NHS I have witnessed occassions where the people with the talent and ability do not want to put themselves forward for various reasons including the fact that they do not want to get involved in 'the politics' leaving the gap open for the ones who are not as skilled and do not have the ability to take on tasks and acomplish them to the required standard leaving a feeling of resentment and frustration amoungst the entire workforse. Do we therefore need some sort of wholestic system that encourages the ones who are not interested to be challenged and challenge their systems and also to assist tne ones who do not have the ability to improve as a first step.
