To what degree is the system forcing ill-fated attempts at mergers simply because it is failing to fund emergency care properly? As the article says elective care subsidises emergency care? This is the result of conscious decisions by the centre about how the tariffs are set-not a natural law. Set tariffs to reflect true costs and then see how that impacts on the case for mergers.
