Efficiency and new financing models only work if revenues are considered means of paying for capital. Income for the trust is considered a cost to the Treasury. With a current year funding model, the Treasury prefers reduced capacity to increased efficiency.

With austerity funding the government was able to buy bank debts with quantitative easing (QE). Why cannot they buy trust debts as well?
