The £100M is tinkering. Labour should be looking at reforming the NHS to simplify the current incredibly fragmented and confused state of commissioning, national management and the external and internal mechanisms of regulating what is increasingly a dysfunctional internal market. For starter Monitor and the TDA could be abolished and residual functions given to NHSE who should have a national management responsibility for the service. Providing appropriate choice to patients does not necessitate enterprise style competition.
