I work in change management. Often that means spending money in place a in the hope that it reduces in place b. Much of this is called QIPP. To make sure that I am accountable for that finance shift, we have measurement and governance. I'd for once would like to see any political party promising to release funding and re-use it having that same accountability for actually delivering it. I don't disagree with what is being proposed, but it's as likely of actually delivering anything as all the previous years promises of such things.
