I have to take exception with the implicit hypothesis that CSUs were formed because the system couldn't work out what to do with displaced staff. CSUs provide key commissioning support disciplines and are designed to offer scale (and economies of scale) and expertise to an increasingly fragmented and variably competent commissioning system. I work in a CSU and we do some great work and in the main have very positive relationships with CCGs and our local NHS E team.
