they should look at the australian Pharmaceutical Benefit Scheme.

The government invites tenders for each of the classes of drugs e.g. ACEI, beta blocker etc.

doctors can still prescribe other flavours e.g. brand names but the patient has to pay the difference between generic lowest cost and the branded drug.

If doctors want to prescribe a very new/ expensive drug, they have to ring a central number and get it authorised.

This system was so cost effective and simple to operate that big pharma tried to have it shut down.
