I would have to agree with Steve's comments above. I'm sure you're aware of the acronym of lean when not applied correctly... LAME Lean As Misguidedly Executed.

It sounds like this may be one cause. I've been a student and practitioner of Deming's SOPK for several decades and when leadership buys in, only then can the culture begin to only buy in. Lean, Systems Thinking are build on leadership philosophies, not tools. Tools are the easy part. Changing the way we think is the hard part. Don't try the former without first getting a grip on the latter.
